Comparing Australian pet insurance brands feels like comparing thirty products. It is closer to comparing thirty price tags on four products.

The brand you buy from is frequently a distributor. It sets the price, the annual limit and the marketing. What it usually does not set is how a claim is assessed, what counts as a pre-existing condition, or how the exclusions are worded. Those come from the underwriter, and Australia has very few of those.

PetSure is not a brand most owners have heard of, and it underwrites roughly nine out of every ten Australian pet insurance brands we could identify.

Underwriters change, and the brand name does not. A brand can move to a different risk carrier without changing anything a customer sees. Everything on this page reflects the arrangements current at August 2026. Confirm against the PDS applying on the day you buy.

Why the underwriter decides more than the brand

Under a single underwriter, brands typically share four things that determine whether a claim gets paid.

  • Claims assessment. The same team applies the same criteria to a claim submitted through two different brands.
  • Pre-existing condition definitions. How far back the veterinary history is examined, and what counts as a clinical sign rather than a diagnosis.
  • Exclusion wording. Whether a condition is hereditary, congenital or conformational, and which of those the policy excludes.
  • Waiting periods. The six month orthopaedic wait and the thirty day illness wait are near-universal, and their definitions come from the underwriter.

What genuinely does differ between brands under one underwriter:

  • Price. The distributor sets it, and the spread between two brands on the same underwriter can be substantial.
  • Annual limit and sub-limits. Product tiers are configured per brand.
  • Distribution perks. Loyalty points, multi-pet discounts, member pricing on a health fund brand.
  • Direct payment. GapOnly is a PetSure product, so it is only available through PetSure-underwritten brands, and not all of them offer it.
The practical version: comparing two PetSure brands is largely comparing two prices for the same underlying product. Comparing a PetSure brand against Knose or Budget Direct is comparing genuinely different products, because the claims assessment and exclusion wording differ.

The pair that look independent and are not

Knose and Petsy present as independent challengers to the incumbents. Both are underwritten by Pacific International Insurance, and both distribute through the same underwriting agency, ThePetInsuranceCompany.com.au, as authorised representatives.

They are not identical products. Their pricing, limits and features differ. But an owner switching from one to the other to escape a claims decision is not changing risk carrier or claims team.

How to check any brand yourself

Every Australian insurance brand must disclose its underwriter. It is a legal requirement, and it takes about thirty seconds to find.

  1. Scroll to the footer of the brand's website, or open the first page of the PDS.
  2. Look for wording along the lines of "issued by" or "underwritten by", followed by a company name, an ABN and an AFSL number.
  3. If the brand appears as an "authorised representative" with an AR number, it is a distributor, not the insurer. The insurer is the entity named alongside the AFSL.

Common questions

How many pet insurance companies are there in Australia?
More than thirty brands, but only four underwriters that we could verify: PetSure, Pacific International Insurance, Auto and General, and Guild Insurance. PetSure alone accounts for around thirty of the brands identified here.
Who is PetSure?
An Australian general insurer specialising in pet health cover, ABN 95 075 949 923, AFSL 420183. It underwrites the pet insurance sold under a large number of familiar brands, including bank, supermarket, health fund and charity names. Most owners never see the name unless they read the PDS.
Does the underwriter matter if the price is lower?
It determines how a claim is assessed and how exclusions are worded, so two brands on the same underwriter will generally treat the same claim the same way. Between different underwriters, those terms genuinely differ. Price matters, but it is not the only thing varying.
Can I switch between two brands with the same underwriter?
You can, but any condition already recorded in the veterinary history is treated as pre-existing by the new policy regardless of who underwrites it. Switching does not reset that, and staying inside the same underwriter does not preserve continuity either.
Which brands offer GapOnly?
GapOnly is a PetSure product, so it is only available through PetSure-underwritten brands, and not every one of them offers it. Brands underwritten elsewhere, such as Budget Direct or Knose, do not have access to it.

Method and limitations

  • PetSure brands are taken from PetSure's own published partner pages, which list its Australian partner brands and host their PDS and TMD documents. New Zealand brands appearing on those pages, such as SPCA and AA, are excluded here.
  • Bow Wow Meow, Knose, Petsy, Budget Direct and Coles were verified individually against each brand's own published disclaimer, because their arrangements differ from or postdate the partner listings.
  • Five brands are marked not confirmed. Fetch, PD Insurance, Pet Circle, Petcover and Trupanion could not be verified at the time of writing. They are listed rather than omitted, because leaving them out would understate the size of the market.
  • Underwriting arrangements change, sometimes without announcement, as the Bow Wow Meow move in June 2023 shows. Everything here is current at August 2026 and should be checked against the PDS applying when you buy.
  • This is not a complete census. It is every brand we could identify and source. If a brand is missing or an entry is wrong, we would rather be told than be tidy.

PetSure carries around thirty of those brands, which means much of what looks like market choice is a choice between distributors selling cover assessed by the same team under the same wording. The differences that survive are price, annual limit, sub-limits and distribution perks.
